2016-04-05 guan guifeng, xinhua news agency, beijing, april 5. bishui wwtp located in tongzhou, beijing, which treats 84% of wastewater generated by tongzhou urban area, is going to transform into an enclosed underground wwtp. the main body of the plant is expected to be completed and put into operation in september, with effluent meeting beijing’s newly released class b standards.
bishui wwtp was built in 2002 when there was no large community around the plant. as a result of rapid urban development, several large communities have appeared around the plant one after another, and odor from the plant becomes a problem plaguing residents nearby.
after scientific investigations and discussions, in 2015, tongzhou district decided to build an enclosed underground wwtp with a capacity of 180,000 t/d on the original site. in addition to increasing capacity and improving effluent quality, the new plant will also completely solve the odor and noise problem. reclaimed water will be used for greenbelt irrigation, river water replenishment, and other reuse purposes, to achieve the recycling of water.
currently, most of the water systems in tongzhou are for flood and wastewater discharge. the water environment of the north canal is relatively harsh, with an ecosystem too fragile to support self-purification. in the future, with the functional expansion and population increase of tongzhou as a sub-center of beijing, more strict wastewater treatment standards will be needed.
at the original site of bishui wwtp, the reporter saw that the 340 mu (approx. 22.8 ha.) wastewater treatment pond had been divided into the northern and southern ponds. the 135 mu (approx. 9.1 ha.) northern pond will be drained and dredged for the construction of the new plant. since the new plant will be built on the original site, odor will unavoidably remain a problem during construction. for this problem, shao chungang, head of the water supply and wastewater section of tongzhou district water authority, said that deodorization equipment had been installed to minimize the total amount of odor entering the aeration tank. at the same time, construction will be accelerated to shorten the construction period.
according to a source, the project will adopt the ppp model. li tao, cweg northern china general manager, who is also the head of the project, said that the project creates a win-win situation for the government, private enterprise and state-owned enterprise, and provides a good substitute for traditional river governance models with the defects of highly segmented, overlapping water management, and low investment and operating efficiency. the new plant will come into service at the end of september this year.
according to the project plan, a sports & leisure park with landscaping areas, sports & leisure areas, and a water environment science education base will be built on the original plant site. the park creates a “rain garden” where rain is collected by shallow green depressions, and purified by plants and sand before it finally seeps into soil to add to groundwater.
