for the locals, the clean, clear erhai lake is their “hometown in memory”. “i take a lakeside walk every day.” 74-year-old villager yang lian told reporters that the beautiful scenery of the erhai lake is the result of the hard work of local officials and residents.
he kaichun is the beach keeper of gusheng village. every day, he would remove nearly one ton of weeds and garbage along the coast. “if the weeds are not removed quickly, they will decay and affect water quality. people in the village help each other, so it won""t take a lot of time to remove the weeds,” he said.
in 2015, comprehensive environment management was launched across the erhai lake watershed. in accordance with the principle of “both cpc committees and governments are held accountable, local government plays a major role, relevant departments are involved, division of responsibility, and accountability being assigned to persons”, the task of erhai lake protection and management was assigned to 16 townships and towns, two offices, 167 village committees, 33 communities, and organizations and individuals responsible for the management of 29 main rivers flowing into the erhai lake.
vertically, an accountability grid has been created, where main party and governmental leaders and relevant town leaders act as section chiefs; village party secretaries, villagers’ committee directors and village group leaders act as area chiefs; and river keepers, beach wardens and garbage collectors are persons directly responsible. horizontally, a management grid has been created for the management of organizations and individuals related to rivers flowing into the lake, ditches, village & road environments, planned village construction projects, beaches, wetlands, woodland, farmland, environmental facilities, production & operations, breeding & processing, hotels and restaurants.
river keepers, beach wardens, garbage collectors, hotel operators, local villagers... the management of the erhai lake has expanded from a lake to a lake watershed in which every beach, every piece of farmland, and every river and ditch leading to the erhai lake are protected by specific persons.
