guiyang determines to renovate nanming river
the nanming river, which flows into the wu river, a tributary of the yangtze river, is located in the ecologically sensitive upper reaches of the yangtze river. it flows 215 km (including 36.4 km in guiyang city) to the wu river, and is known as the mother river of guiyang.
since the 1980s, nanming river has undergone several renovations. in 2001, the government launched the “creating a clean nanming river in three years” comprehensive management project, and achieved some results. however, as a result of rapid economic and social development which led to a sharp growth of urban population, existing wastewater collection and treatment facilities were seriously overloaded. nanming river was again seriously polluted, and the quality of water flowing into the urban section of nanming river dropped to inferior class v. public complaints arose, and the image of guiyang was damaged.
to jump out from the loop of treatment and pollution, in november 2012, guiyang launched the nanming river water environment management project, a systematic management solution with measures covering watercourse renovation (interception, dredging and management), odor control, wastewater treatment, river bed renovation, and river bank landscape improvement.
ppp breaks through bottlenecks
“like guiyang, many large and medium-sized cities in china are facing the same problem of black and odorous rivers.” song wei, deputy director of the guiyang water authority and deputy commander of the nanming rive water environment management project command, told guizhou metropolis daily that the biggest bottleneck for the government is technology and funds.
to break through the bottleneck, guiyang carefully studied bt, bot and tot urban infrastructure projects conducted in other cities, and decided to open the market, inviting private investors through the ppp model, “leaving professional fields to experts”. in this way, both the technical and funding problems were solved.
“in short, this is a government-enterprise cooperation model, where the government purchases services from the enterprise, and both parties share responsibilities and risks,” song said. “the enterprise is responsible for the entire process from project planning, design, financing, construction to operations and management.”
washing away the stigma of being “black and smelly” in two years
the enterprise is responsible for scientific and systematic investigations, unified planning, and project implementation in phases. the government is responsible for full process supervision, commanding, organization, coordination and inspection… the first phase costs rmb 1.1 billion and lasts for 7 months. the first stage of the second phase costs rmb 2 billion investment, and lasts for one year.
in just two years, nanming river basically shook off the stigma of being “black and smelly”, and coverage rate of aquatic plants increased from 15% to 70%. also, the ppp model optimized the project plan, saving about rmb 1.5 billion of investment in sewer pipe network construction and land acquisition, and approximately rmb 158 million and rmb 30 million of water diversion costs and electricity costs annually. in addition, the construction of four underground wwtps (e.g., qingshan and madi river wwtps) with the advantages of “eco-friendliness, land intensiveness and resource utilization” saved a total of 1,053 mu (approx. 70.6 ha.) of construction and sanitary protection land, which was used to build two flowing water landscape parks...
on august 24, 2013, june 21, 2014, and june 13, 2015, the guiyang municipal people’s government, guizhou provincial department of environmental protection, guizhou provincial department of housing and urban-rural development, and guizhou provincial department of science and technology invited water environment management experts from three relevant ministries and commissions to discuss the phased plan of the nanming river water environment management project. the experts agreed that the project had become an example of black and smelly river management for other cities.
subsequently, many cities started to draw experience from guiyang.

a ppp (public–private partnership) is a cooperative arrangement between the public and private sectors, and a financing model for public infrastructure projects. the model encourages private enterprises and non-state-owned enterprises to work with governments in the construction of public infrastructure.
in this model, the government adopts a competitive approach to select private participants with funding and operations management capabilities. the two parties conclude a contract in accordance with the principle of equal negotiation, according to which, the private participant provides public services to the government, and the government pays according to the results of public service performance evaluation.
