       on march 25, the guangdong-hong kong-macao co-operation forum 2019 themed “greater bay area: a new era of opportunities” kicked off at the hong kong convention and exhibition centre. government leaders, commercial and industrial experts from guangdong, hong kong and macao attended the forum to discuss on the future development of the greater bay area. cweg chairman hou feng was invited to deliver a speech. 

   on behalf of the cpc guangdong provincial committee and guangdong provincial government, ye zhenqin, member of the standing committee of the cpc guangdong provincial committee, extended a warm welcome to all the attendees. according to ye zhenqin, the guangdong-hong kong-macao greater bay area has now entered a new stage of “fully implemented and accelerated development”. “we should have the confidence and be well prepared to build the greater bay area into a world-class bay area leveraging the combined strengths of these three regions,” he said.

   over the past 40 years, hong kong-guangdong cooperation has delivered remarkable results, which is expected to embrace a new pattern of multi-level and all-round cooperation in the future, said chen maobo, financial secretary of hksarg, “for hong kong, its native competitive industries will see a broader growth and a larger market.” at the forum, industrial and commercial experts were encouraged to propose constructive suggestions to the governments in these three regions, to help break through the development barriers and secure mutual benefit and win-win cooperation. 

   the construction of the greater bay area will provide a new starting point for development and a new opportunity for cooperation, said wu haien, deputy director of the policy research and regional development bureau of the macao sar government. as a member of the greater bay area, macao is in active moves to give play to the advantages of the “one country, two systems” and fully engage in the construction. 

    cai guanshen, chairman of the chinese general chamber of commerce in hong kong, said in his address that the outline development plan for the guangdong-hong kong-macao greater bay area (the outline development plan) symbolizes the first step in deepening the integration of the greater bay area and provides a top-level system design for the future comprehensive cooperation and development of the greater bay area. 

   according to cai, in order to give full play to the competitiveness of cities in the greater bay area, guangdong, hong kong and macao must work together, by virtue of their collective wisdom, to probe into how to promote effective cooperation between cities and industries, implement the principles and fulfill development goals stipulated in the outline development plan, thereby identifying the future development direction of hong kong and the greater bay area. this is also a key objective of the forum.

       during the dialogue session, hou feng, chairman of cweg, liang yiliang, vice chairman of the chinese general chamber of commerce in macao and a member of the national people""s congress, dr. cao huada, executive deputy director general at the office of the leading group on construction of guangdong-hong kong-macao greater bay area, and kpmg senior consultant gong yongde, fung group president dr. feng guojing, fok ying tung group vice president huo qigang, guangdong lawyer association vice president liu tao, iflytek senior vice president du lan as well as other attendees had a series of discussions on the opportunities and prospects for high-quality development of the greater bay area.

       in his speech regarding the green development of the greater bay area, hou feng stressed the importance of water resources to food safety, people""s lives and urban development. to cope with environmental issues facing the greater bay area (recording 10 billion m3 of total wastewater discharge in 2017) and realize its high-quality development, “water environment management” was the key and the premise. 

     to do so, hou put forward three suggestions. first, across-region-and-watershed water environment management, as a big investment of high complexity and long-term nature, should be planned in a systematic way, citing the successful practices at home and abroad e.g. china (guiyang nanming river, dali erhai lake and guang ""an - deng xiaoping""s hometown), japan, britain and austria. 

   second, wastewater resources should be recycled to improve utilization rate. according to hou, for water-scarce countries like china, water pollution treatment cannot be simply understood as cleaning up black and smelly rivers. instead, the wastewater should be recycled through green innovation and developed into a competitive edge. 

   third, the greater bay area should embark on a unique water environment management path with chinese characteristics by integrating its financial, technological and other advantages to promote environmental technology innovation. besides addressing the issues regarding technology and top-level system design, financial and scientific research support are also needed when it comes to water environment management. “leveraging on a pool of brilliant young talents, hong kong can give play to its finance, scientific research, and education strengths to facilitate water environment management and green development of the greater bay area,” said hou.  

   last, hou emphasized that china should learn from, rather than copy the water environment management and green development models of other countries, as the environmental pressure facing china urges it to take a more efficient, effective and economical approach. currently china has implemented multiple successful water environment management practices, which is a testimony of china’s capacity in developing more viable solutions aligned with its current situation, and promoting the construction of a world-class ecologically friendly greater bay area on the basis of institutional and mechanism innovation.

   the forum was co-hosted by the chinese general chamber of commerce in hong kong, the council for the promotion of guangdong-hong kong-macao cooperation, and the chinese general chamber of commerce in macao. at the end of the forum, hou feng was interviewed by the guangdong radio and television. 

   on the evening of the same day, guangdong hosted the spring festival gala in 2019. liang zhenying, vice chairman of the cppcc national committee, ye zhenqin, member of the standing committee of the cpc guangdong provincial committee, and zhang jianzong, chief secretary for administration of the hong kong sar government, delivered speeches. more than 500 representatives attended the gala, including: chen maobo, financial secretary of hksarg, yang jian, deputy head of the hong kong liaison office, zhao jiankai, deputy head of the office of the commissioner of china""s ministry of foreign affairs in the hong kong special administrative region, zhang jiaji, vice chairman of guangdong cppcc, heads of the hong kong sar government, relevant cpc offices in hong kong, provincial departments and chinese institutions in hong kong, and representatives from various industries of hong kong. cweg chairman hou feng and vice president fang yong were invited to attend and had in-depth exchanges with other attendees.
