    the theme of the forum is “combing public and private efforts for a better life”. fang yong, secretary of the board of directors and vice president of cweg attended the “promoting ecological governance” roundtable meeting. in his speech “ppp promotes high-quality green development”, fang introduce the research and practice of cweg in ppp-based water environment governance.
    fang yong pointed out that ppp is an integrated tool and also a reform that changes the entire industry value chain from management mode, financing mode to technological innovation. the decentralized underground wwtps are the result of more than 10 years of research by cweg, and have been built in many regions such as beijing, shanghai, guiyang, dali and chengdu.
    taking shanghai jiading distric nanxiang underground wwtp as an example, fang yong described the prospect and direction of underground wwtps. “conventional wwtps cause noise, odor, visual and psychological pollution to surrounding communities. the people’s government of jiading district visited cweg’s river governance mode in guiyang, and decided to build a ppp-based underground wwtp. the renovated wwtp creates benefits instead of nimby problems, converting ecological assets profile within one square kilometers from ‘negative’ to ‘positive’,” fang said.
    the protection of the erhai lake has attracted the attention of general secretary xi jinping. during his visit to dali on january 20, 2015, he took a photo and said, “i will keep it as evidence, and i’m looking forward to seeing a cleaner and clearer erhai lake several years later.”
    as the core of the protection of the erhai lake, the dali erhai lake water environment management ppp project, involving six underground wwtps, 231 kilometers of pipelines and 12 lift stations, is constructed and operated by cweg. compared to conventional above-ground wwtps, these underground wwtps have saved about 160 mu (approx. 10.72 ha.) of land, and directly reduced environmentally affected area by nearly 2,000 mu (134 ha.). besides, they cut down irrigation water pollution to the lake by 20 million tons every year, and the effluent is used for landscape and agricultural irrigation.
    the ppp model alleviates the budget pressure of the government, and on the other hand, promotes long-term public-private cooperation where enterprises just need to focus on professional matters. thanks to the model, the pollution emergency of the erhai lake has been addressed. “cleaner erhai, better dali” has been widely recognized by the locals, and the governance of the erhai lake has entered a normal state.

    statistics show that as of the end of 2018, there were 4,332 operating urban wwtps in china, with a daily capacity of 195 million cubic meters. if 80% of conventional wwtps are renovated to underground wwtps, land occupied will be reduced by 1.29 million mu (approx. 86,430 ha.) to 93,000 mu (approx. 6,231 ha.). the renovation cost will be ¥1.55 trillion, and land saved may be used for comprehensive green development which will lead to ¥10.8 trillion investment. this indicates that underground wwtps will become a mainstream in the near future.
    ecological protection is critical to people’s quality of life. cweg will continue to actively respond to the national call for ecological civilization development, and implement sdic’s mission of “shoring up weak spots for a better life”. relying on developed professional advantages, cweg will make more breakthroughs in water environment governance, technological and business model innovation, and economies of scale, making greater contributions to the creation of a greener china.
